From vehicle 11

Only vehicles added after the tenth use this lower rate. The first ten remain at 70 TND each.
The 10-to-11 vehicle boundary
10 vehicles = 700 TND/year→11 vehicles = 760 TND/year
The 11th vehicle adds 60 TND to the existing 700 TND total, so the price never drops when your fleet grows.
